Norwegian People's Aid

NPA has been active in Peru since 2012 implementing humanitarian mine action and disarmament projects. NPA Peru’s activities play a crucial role in supporting the Peruvian Air Force (FAP) by providing high-level technical expertise and advice related to ammunition management, ammunition disposal and Explosive Ordnance Disposal (EOD) operations. The Programme is a small but dynamic and flexible programme which needs to be responsive to FAP’s requests and needs, primarily supporting the FAP to destroy Peru’s stockpile of Cluster Munition. Currently, the programme consists of three local staff and two expats.

The position is based in Lima, Peru where the NPA Office is located. The Technical Advisor (TA) will be requested to frequently and extensively travel to FAP’s military sites where the ammunition storages are located in order to carry out the assessments, trainings, disposals and other project activities.

The TA will directly report to the Programme Manager (PM) in Peru.

Please note that we offer a 15 months contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.

Requirements

  • IMAS EOD Level 3+ qualification (experience with bulk demolitions).
  • Proven qualification and experience as Ammunition Technician.
  • Minimum 5 years’ experience planning and conducting large-scale ammunition disposal.
  • Minimum 3-5 years’ experience delivering EOD and other technical trainings.
  • Relevant higher education or equivalent military qualifications.
  • Good knowledge of IMAS, SOPs, IATGs and drafting technical notes.
  • Working knowledge of Spanish is an advantage.
  • Experience within the humanitarian sector is an advantage.

What you will do

  • Assist the PM on all aspects of programme planning, implementation, and monitoring and evaluation.
  • Assist the PM in developing and maintaining a proper document hierarchy.
  • Liaise with the PM and Finance Manager to design and prepare suitable budgets.
  • Coordinate closely with all relevant stakeholders, local and national authorities.
  • Represent NPA in liaising with national authorities, national and international mine action operators and other relevant stakeholders as delegated by the PM.
  • Act as deputy for the PM when necessary and when requested.
  • Communicate and coordinate with global AMD advisor at a regular basis.
