The Technical Advisor for Gender Monitoring & Evaluation Accountability and Learning (MEAL TA) is a member of the Gender Justice team (GJT) within the Program, Strategy and Impact (PSI) Department at CARE USA.

The MEAL TA plays a critical role in the development, operationalization and implementation of the MEAL activities for the GJT with considerable focus on the Tipping Point Initiative. Thus this role plays an instrumental role in building capacity for and supporting research and as well as project-level MEL design and tools to fulfill country office, donor, and larger GJT strategic learning needs. The candidate also provides technical advice and leadership in continuously analyzing and reviewing the TP Phase 3 Monitoring and Evaluation data across three regions to create an evidence base for promoting effective and high-quality gender transformative programming inside and outside of CARE.

The MEAL TA also provides strategic and technical support of CARE’s 2030 learning agenda and the 2030 MEAL framework, including processing global- and project-level data for CARE’s impact monitoring system. The candidate also plays an instrumental role in providing technical guidance and specialized trainings to staff inside of CARE to focus on cross-sectoral gender transformative MEL systems and mixed-methods’ Social Norms measurement.

Finally, the MEAL TA represents CARE externally via research platforms and collaborations across the world to bring focus to gender-transformative policies, practice and impact.

RESPONSIBILITIES:

  • Technical Assistance on Tipping Point Phase 3 MEAL activities, review and reflection (55%)
  • Gender Technical MEL Quality and thought leadership (25%)
  • External and Internal Engagement and Knowledge Management (10%)
  • Active membership in the Gender Justice team (10%)

This position will be based in a country where CARE US is registered. The successful candidate will remain to be based in her/his country (where CARE US operates/is registered), will be placed on a national contract and paid in applicable national currency.
