The IRC’s Global Finance Team seeks to achieve excellence in financial management by providing accurate and timely financial information to IRC management and programs and by adhering to established financial practices and accounting principles. We do this by supporting, oversight and training finance staff in field offices; by implementing and monitoring IRC and donor policies and procedures; leading financial forecasting and planning, proactive risk management; consolidating financial results; and, ensuring reliable financial reporting (internal and external).

Job Overview:

The Associate Director, Award Budgeting Systems and Processes will lead initiatives to ensure program teams are furnished with the tools, guidance, processes, and templates to develop, market, and effectively manage award budgets. This role will work with Finance teams at all levels of the organization and liaise with AMU to promote improved alignment between award budgets and technical design, reflecting realistic project delivery cost, as well as funder requirements and preferences. This role will be a key partner for the AMU’s pricing team and will participate in their extended team meetings as appropriate.

This position will support program team members engaging with award budgets to be able to do their jobs effectively with finance teams as valued business partners. This role will work cross-functionally to drive transformation in IRC’s approach to budgeting, ensuring solutions reflect the wide range of funding sources and project management structures at the IRC.

Major Responsibilities:

  • Revise or develop a suite of tools, templates, guidelines and trainings to improve understanding of IRC overall cost application process, how IRC presents and markets its costs, good practice in the preparation of budgets, and donor preferences and requirements.
  • Develop internal budgeting tools in collaboration with Finance, CRRD and RAI program offices and AMU stakeholders, including the AMU pricing team, to ensure program objective and targets as well as IRC cost structures are reflected.
  • Develop Cost Application Guidelines for each of IRC’s major donors.
  • Develop resources aligned with PEERS to support sub-partner budgeting.
  • Develop standards for budget estimations and co-lead with AMU’s Pricing Director the creation of a Budget Estimation Policy.
  • Engage with Compliance & Policy to ensure donor cost eligibility requirements inform updates to IRC’s budgeting guidelines, polices and tools.
  • Promote best practices related to budget development and management.
  • Support initiatives to improve cost recovery, ensure current cost information is used, and reduce project underspending.
  • Coordinate with the Associate Director of Finance Policy, Partnerships and Contracts Readiness and the AMU pricing team to ensure appropriate systems are in place to prepare budgets for commercial contract awards and other complex award mechanisms.
  • Provide thought leadership and support to FP&A in the review and update of the Operating Budget process.
  • Develop and implement change management strategies and plans to promote adoption of ways of working.

Job requirements:

  • Bachelor’s Degree in business, accounting, finance, public administration or other related field. Master’s Degree, CPA or equivalent experience a plus.
  • At least 5 years progressive finance/accounting or awards management experience in the non-profit sector.
  • At least 3 years’ experience developing the budgeting process either in a for-profit or non-profit organization.
  • Strong understanding of IRC’s systems and structures is a plus.
  • Knowledge of US Government, UN and European donor regulations is highly desirable.
  • Skilled at facilitating cross-functional projects in an efficient yet collaborative manner.
  • Excellent written and verbal communication skills, including follow-up and negotiation skills.
  • Strong analytical skills and creative problem-solving skills.
  • Advanced MS Excel skills.
  • Willingness to travel to global IRC locations up to 25% of the time.
  • Strong track-record of innovation, creativity, and collaboration.

Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
