Position Title: Budget Analyst

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

The Budget Division of the Department of Financial and Administrative Management (DFM) is responsible for preparing the Organization’s annual Programme and Budget and related documents, provides advice on budgetary matters, and establishes guidelines and procedures for preparing Country Offices and project budgets. The Budget Division provides guidance for ensuring that all institutional requirements are incorporated in budgets and prepares the assessment scale used to calculate Member States contributions to the Administrative Part of the Budget. In addition, the Budget Division ensures that all costs are appropriately budgeted to meet the objectives of the Organization’s activities within the limits of available resources.

Under the overall supervision of the Comptroller/Director DFM and direct supervision of the

Chief of Budget, the Budget Analyst will be responsible for analysing budget consumption trends, budget performance indicators, budget requests and financial indicators across the Organization. They will also provide support for financial monitoring of the core budget and supporting the preparation of periodic and ad-hoc reports.

Core Functions / Responsibilities:

  1. Analyze current and past trends in key performance areas including all areas of budget implementation across organizational units to produce summarized reports on relevant financial risks.
  2. Provide regular financial sustainability reports by region with a view to alerting on unusual trends that may require intervention by relevant Regional Offices.
  3. Closely monitor on a regular basis and highlight any non-compliance in the regular use of institutional planning and cost allocation tools and regular forecasting updates.
  4. Monitor budget versioning maintenance, initiate timely corrective action including timely updates and communication of approved budget allotments.
  5. Contribute to the preparation of the annual Programme and Budget of the Organization and related revisions and updates.
  6. Contribute to the development and implementation of financial analysis models and organizational performance indicators, with particular emphasis on financial data and develop related monitoring reports and dashboards.
  7. In close coordination with the Business Transformation Stream Lead on Plan to Report,support the implementation of enhancements of the budget planning systems and Cost Allocation and Planning Applications, including with a view of integration of such applications functionalities with IOMs new ERP system.
  8. Prepare regular financial trend reports, including through linking ERP actual data with PRIMAproject statistics, as well as ad-hoc reports to support management decisions.
  9. Ensure effective liaison with relevant Country Offices and Headquarters (HQ) Offices/Departments/Divisions/Units, in order to obtain accurate, consistent and standardized financial information in support of BUD work and provide general advice to relevant HQ Departmental staff on budget matters.
  10. Provide trainings on budget matters and best practices and contribute to the development of internal guidelines and training materials.
  11. Support the payroll cost allocation for HQ where necessary and regularly review consistency of core staff projectization in terms of mapping with core positions.
  12. Prepare documents, dashboards, presentations, charts, tables and statistics, including through merging relevant information from large datasets for analyses and preparation of reports.
  13. Provide administrative and logistical backstopping as needed.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Economics, Business Administration or a related field from an accredited institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Management experience within an international context in financial management, budgeting, monitoring and in providing project management support;
  • Experience in preparing, analysing and presenting a wide range of financial documents, and reports;
  • Substantial experience within an international context in administrative and financial management, budget monitoring, cash management and internal control procedures; knowledge of IOM financial and budget policies, procurement and HR procedures and rules a distinct advantage; and,
  • Experience in working in a multi-cultural setting.

Skills

  • Excellent communication skills, ability to present information in a comprehensive, clear and concise manner both in writing and verbally;
  • Demonstrated ability to conduct analyses, excellent writing skills, accompanied with ability to edit a range of different materials, including but not limited to instructions, guidelines and reports for different audiences;
  • Knowledge of SAP, Oracle and/or other Enterprise Resource Planning (ERP) systems, software, and procedures. Knowledge of Business Intelligence tools is a distinctive advantage;
  • Knowledge and understanding of IOM/UN policies, rules, regulations and instructions on resource management;
  • Excellent writing skills. Candidates will be assessed on proficiency to draft reports;
  • High level of computer literacy experience in computerized accounting systems and software; advanced knowledge of MS Office specifically EXCEL; advanced knowledge of accounting systems, software, and procedures;
  • Excellent analytical skills applied to large amounts of data from multiple sources;
  • Proven ability to identify client needs and match them to appropriate solutions; and,
  • Ability to establish and maintain productive partnership with clients.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
