The Role

We are looking for a Protection Analysis Specialist who will contribute to the implementation of the donor-funded Raising the Alarm on Protection Crises in Conflict project.

The Raising the Alarm on Protection Crises in Conflict project’s long-term goal is that civilians in conflict settings are protected from risks and harms, specifically erosion of their rights as articulated in human rights, refugee and international humanitarian law.

The incumbent will contribute to the delivery of three project objectives:

  1. Governments and international organizations take coordinated action to protect civilians from harm in conflict settings by holding those responsible accountable for their breaches of human rights, refugee, and/or international humanitarian law.
  2. Protection analyses uncover potential future protection challenges before they occur and through effective advocacy influential actors are compelled to assist communities prior to harms being imposed; and
  3. Members of protection committees in affected communities have increased agency and opportunities to engage in advocacy to protect and prevent protection crises in conflict settings in which they live.

They will do this by:

  • Providing technical expertise on protection analyses and evidence-based protection advocacy to country teams and partners in target geographies.
  • Supporting country Protection and Policy & Advocacy Teams and partners through conducting and authoring protection analyses and protection research.
  • Contributing to the empowerment of community leaders and the implementation of advocacy at the local, national, and international levels to reduce and address the protection threats the communities face.

Throughout all their work, the Protection Analysis Specialist will strongly engage protection committees and community leaders affected by conflict.

What we are looking for

    • Extensive experience in protection programming and developing protection assessments, protection analyses and protection research
      – Excellent research, analytical and writing abilities
      – Ability to think strategically and beyond the local/country context
      – Excellent understanding of protection within the global humanitarian system
      – Demonstrated experience in building relationships with a wide range of stakeholders, including conflict affected populations
      – Training and capacity building skills
      – Strong skills in analysing and translating evidence for use in influencing and ability to prioritise issues in complex situations
      – Experience engaging in advocacy, ideally on protection in conflict and other humanitarian environments
      – Commitment to supporting national and local protection actors, and to changing the power dynamics within the international humanitarian system for greater inclusion, accountability, and impact.
      – Understanding of context, dilemmas, challenges and ways of working and achieving delivery in humanitarian contexts including gender and power dynamics.
      – Excellent inter-personal skills, emotional intelligence, self-awareness and ability to work effectively in different cultural contexts.
      – Ability to travel internationally and for extended periods, up to 75% of the time
      – Organizes work effectively, ability to develop and deliver on own work plans and work independently.
      – Excellent verbal and written communication skills in English and strongly preferred in French
      – Ability to multi-task, work flexibly, and meet tight deadlines
      – Experience living and working in conflict areas

Location

This role can be located in a country where Oxfam has a presence, subject to Oxfam’s ability to employ in that location, the affordability of doing so and right to work requirements being met. Due to legislation and cost constraints, it is not currently possible for this role to be based in some locations. These include USA, Italy, France and India.
